Capital Improvements/Building Use Project Updates

The 2017 Bond Program included capital improvements and renovation projects at every CISD facility. In addition, these projects will include ongoing maintenance work as well.

Completed Capital Improvement Projects

The following capital improvement projects were completed during the Summer of 2017

  • Plumbing Project - Walnut Grove Elementary School
  • Classroom Renovation - Old Union Elementary School
  • Fire Alarm Panel Replacement - Rockenbaugh Elementary School

The following capital improvement projects were completed over Thanksgiving Break, 2017

HVAC Replacement Phase II - Rockenbaugh Elementary (Completed during Thanksgiving Break)

A total of 33 heating and air conditioning units were replaced at Rockenbaugh Elementary School over Thanksgiving break. This was the second phage of a two-part project. Half of the RES HVAC units were replaced in November 2016. Rockenbaugh Elementary opened in 1997 and is currently 20 years old.

HVAC Unit Replacement - Disaster Recovery Center (Completed during Thanksgiving Break)

Carroll ISD created a Disaster Recovery Center as part of the 2009 Bond Program. the HVC system that protects the equipment and data in the DRC was replaced over the Thanksgiving Break. This will help ensure the efficient operation of the DRC equipment and the protection of important data for CISD operations.

Current/Ongoing Capital Improvement Projects

Carroll Elementary

Trustees selected Natex Architects to complete the $13.5 million renovation project at Carroll Elementary School.  The project is expected to be completed by the Fall of 2019.  The campus is getting a six-classroom addition.

The project also includes: 

  • New Freezer / Cooler Area for the Kitchen
  • Upgrades and Renovations to Classrooms and Administration Areas
  • Additional and Renovate Restrooms
  • New Stage and Equipment
  • New 2x2 Ceilings (what are 2X2 acoustical tile ceilings?)
  • Additional Windows for Existing Classrooms
  • Redesign the schools within the schools
  • New Flooring as required
  • Resurface Interior Walls of corridors, classrooms, etc…
  • Electrical Upgrades
  • Improvements to the Exterior Skin of the Building, Roof, Structure, etc…
  • New Playground Surface
  • Site work Improvements
  • Technology Upgrades
  • Safety and Security
  • Furniture, Fixtures & Equipment (FF&E)

Johnson Elementary

Trustees selected Natex Architects to complete the $13.5 million renovation project at Johnson Elementary School.  The project is in the design and planning phase and is expected to be completed in the Fall of 2019. JES was originally scheduled to receive a six-classroom addition and a new gymnasium.

NOTE: On April 16, 2018, the Carroll School Board approved the adjustments of the classroom additions at Johnson Elementary School from six additional classrooms to eleven additional classrooms.

Other aspects of the JES project include:

  • Renovate Restrooms
  • Renovate the Auditorium
  • Additional and Renovate Custodial Closets
  • New 2x2 Ceilings
  • Additional Windows for Existing Classrooms
  • Redesign the schools within the school (building divided into specific grade-level wings)
  • New Flooring as required

Old Union Elementary

Trustees selected LPA, Inc. to serve as the architect for the $10 million OUES project which is slated for completed in the Fall of 2019.  In addition to new classrooms and a renovated front office area, the Old Union project includes the following:

NOTE: On April 16, 2018 the Carroll School Board voted to increase the Old Union Elementary School project from eight additional classrooms to ten additional classrooms.

  • Renovate existing Administration Area into 4 New Classrooms
  • Upgrades to Classrooms

  • New Flooring as Required

New Music Facility at Carroll Sr. High School 

On November 13, 2017, the Carroll School Board approved the hiring of Huckabee, Inc. for architectural services for design of the Music Center project at Carroll Sr. High School. A team of designers have been working on the features of this 700-seat music center which will become home to band and choir. 

Bids came in from eight contractors but were all over the original $24 million budget. After reviewing the bids and accepting all documentation required in the bid process, CISD ended up with seven bids. The School Board held a Bond Budget Workshop on June 3 to discuss bids and alternates. A portion of the project also includes $4 million in work originally included in the scope of the Carroll Sr. High capital improvement project. Ultimately, the School Board approved a dollar value of $27,145,000 based on the results of the Bond Budget Board workshop and authorized the Administration to negotiate and enter into a contract with the low bidder - Muckleroy & Falls - for the construction of the new CSHS Music Center and CSHS Performing Arts Renovations as part of the 2017 Bond Program.
